The Solvere directors are senior civil engineers with extensive experience in the infrastructure consultancy and engineering fields in over 30 countries in Western Europe, Middle East, Asia and North and Latin America. With nearly one hundred projects worldwide in our track record, we have a solid understanding of the relationship between technical issues and commercial risks in the transport, water, energy and social infrastructure sectors.

Also, as advisors to governments and multilateral development institutions in the planning, structuring and contracting of PPPs, we fully comprehend the complex nature of infrastructure assets and integrate the political and social criteria in our analysis of existing and prospective projects.
Chartered Civil Engineer with 20 years’ experience as an entrepreneur and senior technical advisor in the infrastructure sector. He specialises in public-private partnerships (PPPs), advising government and private sector clients in planning, structuring and technical due diligence for financing and secondary market transactions. Advocate of good governance, transparency and innovation, with strong focus on critical infrastructure management, systems thinking and resilience.
Professionally registered in Spain and the UK, José has worked in major transaction advisory roles in transport, water, energy and urban development. Before founding Solvere in 2010, he worked in MWH (now Stantec) and Scott Wilson (now AECOM). Wide-ranging international profile, with PPP project experience in Europe, America, the Middle East and Southeast Asia.
He received the International Medal of the UK Institution of Civil Engineers in 2016.
Civil Engineer from Ecole Polytechnique Fédérale de Lausanne (EPFL, Switzerland) and MBA IE Business School (Spain). He has over 12 years of experience in infrastructure projects, mainly in water (hydropower & dams) and transportation (roads). Fabio specialises in technical feasibility studies, risk assessment and financial analysis. He has the Swiss and Italian nationality and is fluent in English, Spanish, German, French and Italian languages.
Before joining Solvere, Fabio worked at Lombardi, a Swiss engineering consulting firm, first as a project manager and later as partner and filial manager in Guatemala and Switzerland. He has worked in the planning, design and construction stages of large infrastructure projects in Europe and LatAm. Fabio has also taken part in the technical due diligence review of assets valued up to one billion USD.
Software architect and analyst with a Master’s degree in Technical Engineer Computing from Universidad Complutense in Madrid. He has more than 15 years’ experience as an advisor to clients in various business sectors in software development, with working proficiency in a wide array of programming languages, database architectures, concepts and technologies.
Vicente also has strong analytical skills for business problem-solving, workflow design, development of requirements and specifications and the design of automated solutions.
