The Solvĕre directors are senior civil engineers with extensive experience in the infrastructure consultancy and engineering fields in over 30 countries in Western Europe, Middle East, Asia and North and Latin America. With nearly one hundred projects worldwide in our track record, we have a solid understanding of the relationship between technical issues and commercial risks in the transport, water, energy and social infrastructure sectors.
Our experience and interdisciplinary approach allows us to work jointly with financial, legal, insurance and other specialized advisors to meet very demanding deadlines whilst delivering to the best standards of technical rigour and professionalism. Also, as advisors to governments and multilateral development institutions in the planning, structuring and contracting of PPPs, we fully comprehend the complex nature of infrastructure assets and integrate the political and social criteria in our analysis of existing and prospective projects.
José Cordovilla is a Civil Engineer with 17 years’ experience as technical advisor in infrastructure projects. He is an expert in PPP advisory services, technical due diligence, CapEx/OpEx analysis and risk assessment for infrastructure assets. He is professionally registered in Spain and the UK and has worked in major transaction advisory roles in the transport, water, energy and urban development sectors. Before founding Solvěre in 2010, José worked in consultancy firms MWH and Scott Wilson as Civil Engineer, Project Manager and Technical Director, to later become an independent consultant. In the past ten years he has performed technical advisory duties in over 50 PPP infrastructure projects in Europe, America, Middle East and Southeast Asia, providing services to project sponsors, operators, lenders, governments and multilateral institutions. He received the International Medal of the UK Institution of Civil Engineers in 2016.
José Miguel Vílchez is a senior infrastructure consultant with over 17 years’ experience in PPP projects. He is a Civil Engineer and holds a Masters degree in Infrastructure Management and an MBA. He is a specialist in project development, technical audits for acquisitions and financial closings, bid management for sponsors and feasibility studies and tender documents for government bodies. His core experience in PFI/PPP projects started when he worked during more than 5 years in Dragados Concesiones as international Project Manager for transport infrastructure and hospital PPPs.
He also worked as an advisor in Gerens Management Group and at two port authorities. José Miguel has participated in more than 50 PPP projects as technical advisor in North and Latin America, Western Europe, Middle East and Asia. He currently lectures specialised PPP courses at IE Business School and CECO.
Fabio Blasi is a Civil Engineer graduated from Ecole Polytechnique Fédérale de Lausanne (EPFL, Switzerland) and he holds also an MBA from IE Business School (Spain). He has over 11 years of experience in infrastructure projects, mainly in water (hydropower & dams) and transportation (roads). Fabio is specialized in early stage projects, including technical feasibility studies, risk assessment and financial analysis. He has the Swiss and Italian nationality and is fluent in five languages.
Before joining Solvere, Fabio had been working for Lombardi, a Swiss engineering consulting firm, first as project manager and later as branch manager and partner. He has been involved in infrastructure projects, mainly in Europe and LATAM as project manager and senior engineer and conducted different due diligence projects for assets valued at over one billion USD.
